Proposed CT gas line project roils new debate. It’s amid politics over role of natural gas in energy

The town of Brookfield is leading another challenge to a tentative state decision approving a natural gas expansion project that would increase the volume of gas flowing through Connecticut to the New York metropolitan area.

The town’s opposition — along with that of its backers in the environmental movement — is directed at an application by pipeline operator Iroquois Gas Transmission System to install two additional compressors at an existing station in Brookfield in order to increase gas flow by something less than 10 percent without having to expand the size of the pipeline.

Brookfield’s concern — there has been local opposition of some sort since the compressor station was built two decades ago — is whether the operation of the new, gas-fired compressors will produce emissions with unhealthy levels of airborne pollutants such as greenhouse gases and contributors to higher ozone levels.

The local fight is taking place amid a wider and increasingly political debate over what role — if any — natural gas has in the New England scheme of energy generation, where demand is forecast to increase and electric rates continue to rise. Gas advocates argue it is a relatively clean, plentiful and inexpensive fuel and pipeline access to New England should be expanded. Critics have written it off as an unhealthy, climate-damaging fossil fuel.

Iroquois touched off the latest local debate when it proposed expanding the compressor station, which is located in a crowded part of town and about 1,900 feet from a middle school.

Brookfield, with support from local and national environmental groups, lined up in opposition and demanded several months ago that the state Department of Energy and Environmental Protection convene a hearing that could have killed the proposal.

DEEP denied the request for an adjudicatory hearing, but collected hundreds of comments from opponents at a public hearing. Last last month, after weighing the comments and hearing from Iroquois, the department revised the emissions restrictions it is proposing for permits that would allow the new compressors to operate.

Under the revisions, the state will more closely monitor emission of gases that contribute to higher ozone levels. At the same time, DEEP proposes to ease restrictions on emission of the greenhouse gas carbon monoxide.

DEEP said Iroquois expressed concern it could not deliver gas in sufficient quantities without  easing of the carbon monoxide, or CO limit. Even with the upgrade, DEEP said in a memo that “the proposed upgrade is expected to reduce overall CO emissions from the facility compared with its current operations.”

Since its proposed easing of the carbon monoxide emission standard took place after the initial round of public comments, DEEP published notice of its more permissive limit and initiated a new, month-long public comment period that expired last week.

The environmental groups Save the Sound and the Sierra Club dispute the DEEP conclusions. In addition, Save the Sound has petitioned DEEP for an adjudicatory hearing. DEEP is expected to decide on such a hearing by October.

“These draft permits do not comply with the applicable regulations in several respects,” said Save the Sound lawyer Gabriel Slaughter. “In addition, they would allow not only for a massive increase in greenhouse gas emissions, but also increased emissions of nitrogen oxides (NOx), which will lead to higher ozone levels in nearby neighborhoods, harming the health of Brookfield residents and across Fairfield County.”

The state chapter of the Sierra Club said the project, if allowed to go forward by DEEP, would make the Brookfield compressor station “the largest in New England.”

“None of the methane gas from this expansion is intended for Connecticut, yet our Department of Energy and Environmental Protection has tentatively approved revised permits, asking us for a second time to breathe all the pollution and assume all the risk” said Samantha Dynowski, director the the Sierra Club Connecticut chapter.

Officials in Brookfield are taking a less antagonistic approach. First Selectman Stephen C. Dunn said he has spoken with Gov. Ned Lamont, about reaching some sort compromise with Iroquois. Lamont has been supportive of efforts to increase the availability of natural gas in New England, a subject on which political observers said he disagreed with former DEEP commissioner Katie Dykes, who recently resigned.

“The governor agreed with me when we met that our requests are not outrageous,” Dunn said. “We are not saying, ‘Don’t do it.’  We don’t want people freezing on Long Island. What we are asking for is reasonable, in my opinion and in the opinions of our residents.”

Dunn said Brookfield wants is more rigorous emissions testing.

“Iroquois is testing for pollutants at times of peak (compressor) efficiency.,” Dunn said. “But these motors don’t operate at peak efficiency 100 percent of the time. Sometimes the gas compressors will run at 20 percent of capacity. Sometimes at 80. It depends on demand down stream.”

And as importantly, Dunn said the town wants Iroquois to consider the replacement of natural gas-fired compressors with emission free electric compressors, something that he admits would increase the cost of the $275 million project by tens of millions of dollars. If spread access Iroquois customer base, Dunn said the increase is negligible.

The technology used to power electric gas compressors involves gas-powered fuel cells similar to one operated by the town of Colchester. The cells use an electrochemical process to produce electricity from natural gas without combustion.

A DEEP memo shows that it asked Iroquois to evaluate the use of electric compressors as part of the permit application process. The department said Iroquois estimated it would cost from $45 to $50 million in on-site and off-site infrastructure to install electric compressors and the process could take “up to 3 years.”

Save the Sound claims the added compressor capacity will generate an $500 million in new revenue a year for Iroquois by allowing it to deliver an additional 125 million cubic feet of gas daily from Canada to to its New York customers.

Iroquois did not respond to questions about its Brookfield generator plans.

Slaughter said Save the Sound believes electric compressors could be part of a compromise in the Brookfield debate.

State Senate Minority Leader Stephen Harding, a Brookfield Republican who attended the middle school located near the compressor station, said an agreement by Iroquois on electric compressors could reduce opposition.

“I think it is a workable solution,” he said. “It would reduce the emissions significantly and I think you would see objections significantly reduced. And it would be viewed as a sign of flexibility on the part of flexibility on part of Iroquois.

“That’s the problem. There hasn’t been any movement, there hasn’t been any compromise. Basically they put their application in as is. Concerns have been raised and nothing has been negotiated or even discussed.”

Harding said he supports adding more natural gas to the state and regional energy mix, but complained that, other than diverting a relatively small amount of gas to the southern part of the state, Iroquois provides little benefit  to Connecticut.


'There was an oversight': Why a $2.5M CT bridge needs a $3.4M fix a few years after it was built

OLD SAYBROOK — Eight and a half inches may not sound like much. But raising a roadway by that amount and completing other work to jack up a bridge over a creek here is expected to cost the state about $3.4 million.

A team of Connecticut Department of Transportation engineers came to Old Saybrook Town Hall on Thursday to explain why the agency plans to raise the bridge that carries Route 154 over Plum Bank Creek. The project, expected to take place in 2028, will force drivers to take a 4-mile detour for multiple weeks.

Residents are familiar with the detour route. It’s the same one they used when the bridge was built five years ago at a cost of about $2.5 million.

DOT engineers told a group of about 15 people who attended the public meeting in person at Town Hall and others online that the problem is the underside of the new bridge is lower than the old one — a difference that wasn't flagged until after construction.

Now, DOT needs to raise the structure to “restore navigational and recreational access” to the creek, or else it will be running afoul of state statute, according to the team’s presentation.

“There was an oversight as far as this being navigable water,” said project manager Jonathan Kempf. “That was just missed… After it was constructed, it was brought up to us that this one was lower than existing. Then we went back, we looked at it and we saw, yes, this is lower than it should be.”

Principal engineer Andrew Cardinali said no one person was to blame.

“The plans themselves and every level of the work that goes into it is handled by multiple offices,” Cardinali said. “The original elevation was not shown on the plan. So when you did not have that there, the checks and balances were not there to actually catch that… We've instituted new checks and balances to make sure that this doesn't happen again.”

Asked why it will cost more to raise the structure than it cost to build it, project engineer Raymond Basar said the bridge needs to be cut away from its supports, which requires “significant expertise.”

Derick Lessard, the chief of DOT’s bridges division, added that inflation is also a factor.

“I'm not just saying that for an excuse,” Lessard said. “We've seen the price of our projects triple in the state.”

The current 43-foot-long, 36-foot-wide bridge replaced a decades-old structure that was in “horrible shape,” Basar said.

Basar and the other engineers said DOT faced several challenges when designing the new bridge. For one, concrete struts were previously built within the channel between the old bridge’s supports. To lessen the impact of construction on the waterway, the old supports and struts were kept in place, and the supports of the new bridge were built to the left and right of the old ones.

As a result, the new bridge is about three times as long as the old bridge, the engineers said. To support the longer span, the new bridge needed to be about a foot thicker than the one it was replacing.

The plans to raise the bridge made no sense to Old Saybrook resident Mike Cameron.

“Why would we spend that kind of money, and make so many people have to change their routes and their lives to raise that bridge 8.5 inches, so maybe a couple of kayakers can go under there at high tide?” Cameron asked.

“We understand your frustration,” said Lessard, the bridges division chief. “We’re not happy to be here.”

But, Lessard said, the agency must follow state statutes, which say that coastal highway improvements may “in no case decrease coastal access and recreational opportunities.”

It was unclear what kinds of watercraft pass, or used to pass, under the bridge and how often.

Several attendees had the same question for the engineering team: If DOT is going to raise the bridge, why not raise it even higher than the old bridge to account for rising sea levels?

“I grew up here. I’ve been on this beach for 73 years, and when I was a kid, we used to be able to get boats with windshields under that bridge,” said Scott Loveland. “You can barely get a kayak under those bridges now, so the problem is just going to be duplicated. I mean, you're not going to be able to have navigation up that marshland in the future.”

But the engineers said raising the bridge higher would increase the impact on the tidal wetlands.  

“We're looking for the most cost efficient, least impact, and that's how we came to this proposal,” Kempf said.

An average of about 3,600 vehicles travel over the bridge each day, according to the engineering team’s presentation. The bridge and roadway work will require the road to be closed for about eight to 10 weeks. The current plan is for that closure to occur in fall 2028, after Labor Day.

The road may also need to be closed for two to three weeks while overhead utility lines and a water main are temporarily relocated. That closure would happen in spring 2028, before Memorial Day, so no work takes place during beach season.

When the discussion turned to whether the statute on coastal access could be changed, eyes turned to one person sitting in the room, state Rep. Devin Carney, whose district includes Old Saybrook

Carney, who decided not to run for reelection this year, encouraged attendees to ask state lawmakers to review the statute after they are sworn in for new terms in early 2027.

“When the legislative session begins in January, you will have a new state representative,” he said. “I don't know who your state senator is going to be. I don't know who the governor is going to be. But that would be the time to think about policy changes regarding this statute.”


Stamford Hospital Advances $275 Million Plan for New Cancer Center, Behavioral Health Expansion

STAMFORD — Stamford Hospital’s plans for a new cancer center, expanded behavioral health facility, and a new multilevel parking garage have taken a major step forward following the Planning Board’s approval of a zoning change and special permit tied to the hospital’s proposed redevelopment.

The $275 million project will substantially reshape the hospital’s Bennett Medical Center campus to include construction of a new 73,000-square-foot cancer center — more than double the size of the hospital’s existing cancer center — and an accompanying 355-space parking structure. Both will be built on the southwest corner of the hospital grounds near West Broad Street and Stillwater Avenue.

The hospital’s behavioral health services, in turn, will be relocated to the existing cancer center adjacent to the primary hospital structure once the new cancer center is complete.

The additional parking will be offset slightly by the elimination of some other existing spaces that will give way to the new construction. Still, the combined work will result in a net increase of available spaces from the current 1,400 spaces to approximately 1,700 once the project is complete.

The Van Munching Inpatient Rehabilitation Unit, currently located in the oldest building on the Bennett Medical Center campus, will also be moved to a new location in existing space on the fourth floor of Stamford Hospital nearer to the hospital’s other neuroscience programs. The new unit is planned to have 20 private rooms with advanced specialized treatment and recreational areas for brain injury, neurosurgical and spinal patients.

Stamford Health, the nonprofit corporation that owns the 305-bed hospital, has not yet said if it intends to demolish or repurpose the rehabilitation center’s existing building once it is vacated.

The full project still requires additional approvals by the Zoning Board, which will hear the remainder of the application once a proposed site plan is submitted over the next few months.

In the meantime, to enable the work to proceed, the Planning Board approved a zoning change for portions of the hospital’s Stillwater Avenue frontage from a “village commercial” to a “hospital complex design district” designation. The change will allow the hospital to use portions of that area for temporary parking — which will be shielded by a landscaped 20-foot buffer — once the other work gets underway.

“We want to make sure that everyone who needs a parking space at the hospital has a parking space because while construction of the cancer center and other pieces of this project are underway, there will be fewer parking spaces. So, having these parking spaces on Stillwater Avenue during that construction period will be important,” said Jay Klein, one of two attorneys representing the hospital.

The Planning Board also imposed conditions on its approval including removal of the temporary parking along Stillwater Avenue once the new parking structure is complete. Doing so, Klein said, could eventually enable that space to be repurposed for another use such as a neighborhood retail facility or housing for some of the hospital’s staff.

Lisa Feinberg, Klein’s law partner, emphasized that the parking along Stillwater Avenue — while potentially annoying to nearby residents — is not intended for the long term. “It’s just part of the process,” she said. “A hospital is different from any other type of business and has to operate 24/7 every single day of the year. It can’t say ‘sorry, we’re closed today.’ It has to stay open, and we need this flexibility in order to ensure that can happen.”

To ameliorate the already crowded parking situation for those who work in that part of the city, the board — at the urging of Planning Board Chair Jennifer Godzeno — also agreed to require the hospital to submit an updated transportation demand management plan. The plan would seek to reduce the number of hospital employees who drive to work by incentivizing them to get to work by carpooling, mass transit, or other means.

“We will never be able to pave our way out of our parking issues, but given Stamford Hospital’s position as a major employer, I believe there is an opportunity here for us to address the existing parking constraints by encouraging its employees to travel by means other than single-occupancy vehicle,” Godzeno said.

The multiyear project will proceed in phases. 

Liz Longmore, Stamford Health’s executive vice president and chief operating officer, told CT Examiner that work on the new rehabilitation unit is expected to begin in early spring 2027 and take about a year.

Construction of the new cancer center and parking garage will begin later next spring or in the early summer of 2027 and take approximately two years, Longmore said.

The final phase — which will consist of converting the existing cancer center to a behavioral health facility — will commence after all the other work is complete and take about 18 months, with a projected completion date around the beginning of 2031.

Cancer center

The hospital has described the overall project as a multiyear effort to modernize its facilities and expand services.

The new cancer center alone will be more than twice the size of the existing 35,000-square-foot center, which Longmore said will enable Stamford Health to increase capacity and provide a more patient-centered experience. 

With the expanded facility, the hospital will also be positioned to continue pioneering new therapies and treatments through its partnership with Dana-Farber Brigham Cancer Center in Boston, she said.

Examples cited by Longmore include the use of a newly approved new drug to treat pancreatic cancer, a new high-intensity ultrasound tool to treat prostate cancer, and a specialized form of immunotherapy capable of modifying a patient’s own immune cells in a laboratory to find and destroy cancer cells.

“Our existing cancer center has been renovated many times, and we have outgrown it. Our new, larger center will give our clinicians a facility that is better equipped to care for more patients and introduce the most advanced treatments,” Longmore said.

Behavioral health

Stamford Health has characterized behavioral health as the community’s most pressing unmet health need, based on its most recent Community Health Needs Assessment.

By repurposing its existing cancer center to meet this need, the hospital is looking to more than triple the space available for behavioral health services — from the current 11,000 square feet to approximately 35,000 square feet across two floors.

With the expanded space, Stamford Health plans to add a partial hospitalization program and outpatient interventional psychiatric services, Longmore said.

The project will also enable the hospital to continue building on other recent initiatives including the opening of its first outpatient behavioral health clinic in 2024 and newly dedicated crisis services for children and teens, she said.

Financing

At a time when hospitals and healthcare institutions have undergone significant consolidation, Stamford Health — as one of Connecticut’s remaining independent health systems — remains something of an outlier in its ability not just to maintain that status but to finance a project of this scale.

To do so, Stamford Health has received approval for $200 million in tax-exempt bonds through the Connecticut Health and Educational Facilities Authority, which facilitates tax-exempt borrowing for eligible healthcare and educational institutions.

Michael Veillette, Stamford Health’s senior vice president and chief financial officer, told CT Examiner the remaining $75 million will come from philanthropy and from reinvesting some of Stamford Health’s ongoing operating funds.

To support the project, Stamford Health said its foundation is also planning a major fundraising campaign.


Route 161 reconstruction begins for I-95 project in East Lyme

East Lyme — Route 161 reconstruction has begun as the I-95 construction project completes its last phase.

The reconstruction began Tuesday, Aug. 25, with the town warning drivers that both northbound and southbound lanes of Route 161 will be covered with gravel between Old Frontage Road and the Starbucks area for about 10 days. The town advised drivers to slow down while traveling through the construction zone.

The work, which is a "full-depth roadway reconstruction," comes as the $148 million I-95 reconstruction project works to complete its final stage after more than three years of construction.

The project, which began in 2023, is expected to be completed by November, according to Connecticut Department of Transportation engineers. The project is designed to improve safety and traffic flow along I-95 between Exits 74 and 75.

The final stage has included a traffic shift that moves I-95 traffic into the new permanent southbound lanes and a reconfiguration of the Exit 75 southbound ramp.

The changes give drivers more time to slow down before exiting the highway, according to project engineers. The DOT entered into the final stage of the project in July. Previously the project also included the replacement of the I-95 bridge.

The Route 161 reconstruction is one of the last remaining jobs before the project is completed. Large portions of Route 161 are scheduled to be milled and paved in October.

The DOT said on its website that drivers should also expect continued nighttime lane closures on I-95 in both directions. According to the project's traffic detour information, closures are scheduled Sunday through Thursday from 8 p.m. to 5 a.m. within the project limits between Exits 74 and 75.

The project remains on budget and on schedule for completion in November, as of April. The budget had increased by about $10 million since construction began.

The project also includes speed cameras on both sides of I-95. The cameras issue warnings and citations to vehicles traveling at least 15 mph over the speed limit. The speed limit in the construction zone in 50 mph.

The I-95 project is expected to wrap up after the final construction activities this fall, ending the three year project.

Waterbury eyes $13.3M cleanup as potential tenant emerges for Anamet site

Nine years after the City of Waterbury acquired the polluted and crumbling Anamet industrial campus near the city center – and after millions of dollars invested in its rehabilitation – an end to the cleanup may be in sight and a new user identified.

The Waterbury Development Corp. board is set to vote Friday on using $13.3 million in state grants to complete the cleanup of more than a century of pollution at the roughly 17-acre site at 698 South Main St.

The property borders the Naugatuck River near the southern gateway to downtown Waterbury.

The city previously used millions of dollars in state grants to demolish most of the buildings on the industrial campus, which once employed hundreds of people making flexible metal hoses and electrical conduits.

The city also borrowed nearly $2.8 million to install a new roof on a roughly 200,000-square-foot, high-bay building it hoped would help attract a buyer and new users.

Finding a user proved difficult. The city marketed the property three times and evaluated multiple proposals before reaching a tentative agreement with Cornerstone Realty, a local industrial property owner operated by the Albert family, which has deep roots in Waterbury’s business community.

If officials approve the new funding, the Waterbury Development Corp. can seek bids for the cleanup work and have the property ready for sale in about a year, WDC Executive Director James Nardozzi said.

Any agreement to sell the property would require approval from the board of 698 South Main St. Inc., a company the city formed to own the site and oversee its rehabilitation. The organization is led by Catherine Awwad, who also chairs the Waterbury Development Corp. board.

City officials and a Cornerstone representative confirmed sales talks are in the works but said they could not yet disclose conditions of the potential deal.

According to documents provided to Waterbury Development Corp. board members ahead of Friday’s meeting, Cornerstone would acquire the property and redevelop it as office and warehouse space for Torrco, a Waterbury-based plumbing supply company. Cornerstone may also lease portions of the property to other tenants, the documents state.

Waterbury Mayor Paul Pernerewski rejected offers from Cornerstone and a California-based real estate investor in 2024. At the time, Pernerewski said the proposals were not “the right fit,” given the amount of public money invested in the property.

This time, Pernerewski said, city officials determined they needed to help secure a new home for the growing Torrco or risk losing the company to another municipality. He said the price under negotiation is approaching the nearly $2.8 million that city taxpayers have directly invested in the property.

“Basically, it is to maintain a very good company in Waterbury if we can,” Pernerewski said. “This money will go a long way to get to the final cleanup, which is holding up the deal from being consummated.”

Cornerstone Vice President Jake Albert, in an email response to questions, said his company and Torrington-based construction contractor O&G Industries have invested “significant time and resources since early 2022 to bring this complex transaction with the City of Waterbury to fruition.”

Albert said the city selected the development group in May. He noted that Cornerstone and O&G are family-owned companies with histories stretching back more than a century and deep ties to the Greater Waterbury area.

The redevelopment would transform a blighted former factory in the city’s South End into a taxpaying property occupied by a growing local company, Pernerewski said.

The factory, which closed around 2000, has long attracted illegal dumping, drug use, vandalism and other nuisance activity.
Pernerewski said the project illustrates the extensive public investment required to clean up former industrial properties that once powered

Waterbury’s economy but were left unusable by decades of pollution. Such cleanups are generally too costly for private developers to undertake without government assistance, he said.

“It’s going to take property that has been sitting vacant and deteriorating and put it back into productive use,” Pernerewski said. “These factories throughout the city drove Waterbury to the heights of economic success through the 1950s and 60s, and then dragged it down.”


GFI's new Ledyard plan calls for bringing in dredged material

Ledyard — Even as Gales Ferry Intermodal LLC continues to fight the town’s denial of a permit for a large-scale quarry operation, the company last week publicly aired a new proposal to barge dredged material to the former Dow Chemical site, mix it with Portland cement and use it as part of a plan for future industrial development.

Members of the public expressed skepticism about the plan during a more than two-hour meeting Aug. 19 at Ledyard Middle School attended by about 50 people plus others on Zoom (a recording is now available on the GFI Facebook page).

There were questions about the noise of trucks and barges required to bring material into the industrial site at 1761 Route 12, as well as concerns about the nature of the dredged material, though recent state regulations for the large-scale “beneficially reclaimed” material requires that the fill contain no hazardous substances.

But the main issue was one of trust, as neighbors have said they felt blindsided by the extent of the proposed 40-acre quarry that was rejected by the town Planning & Zoning Commission last year. GFI — a division of Cashman Dredging & Marine Contracting Co., of Quincy, Mass. — is fighting the rejection in court.

“We would like you to talk to us, like neighbors, speak plainly,” said resident Eleanor Murray. “Put important commitments in writing. Give us the information we need to verify them ourselves. Don’t make us go on a wild goose chase and try to find information that we find out later wasn’t exactly what you told us because we’ve been through that, and through it, and through it, we don’t want to do that again.”

Harry Heller, lead attorney for GFI, said the project would involve hauling about 248,000 cubic yards of material to the site, a task that is expected to be completed in two to three years starting in 2027. The material will be spread over about 12.7 acres, transforming the area from impervious spaces to green spaces.

Heller said the project will result in the creation of two shovel-ready industrial sites, one a little more than 9 acres and another about 3 acres.

The operation, in an industrial zone, would run during the dredging season from October to February from Monday through Saturday, or as approved by local officials. A watering system would be implemented to try to limit the amount of dust that might be stirred up by the project, according to its proponents.

The pilot program that has given rise to GFI’s current plans to bring in dredged material is being run through the state Department of Energy and Environmental Protection, but local permits are required from the Planning & Zoning Commission as well as the Inland Wetlands agency. The program aims at reclaiming or redeveloping “environmentally impaired or underutilized land,” and initially only four projects statewide will win approval.

“The Connecticut General Assembly has prioritized reuse of beneficially reclaimed material,” Heller said in a recording of the public hearing. “The program allows the projects to reuse this material in lieu of it being hauled out of state for disposal. The legislation provides a cost saving to developers to encourage the redevelopment of land ... for parcels which would not otherwise be feasible to be redeveloped.”

According to DEEP’s website, uncontaminated or dewatered sediment can be used as part of such a project, as well as asphalt, brick, concrete, ceramic and waste sand from metal casting, along with street sweepings and catch basin clean-out material (excluding anything environmentally hazardous). Heller said this project will largely consist of dredged material, one of Cashman’s key businesses.

Mixing the dredged material with concrete affords it stability, allowing for a flatter area for future development possibilities on GFI’s 165-acre property next to the Thames River, said officials from Loureiro Engineering Associates who presented details of the project. Five years ago GFI proposed using the site as a dredging hub, but it never made a formal application as the idea quickly hit local opposition.

Heller pitched the latest project as a “unique opportunity” to “support regionwide industrial and economic growth.”

But Ledyard residents who attended the meeting were cautious in their reaction, asking a series of questions about contamination, noise and dangers to the water supply. Heller said GFI would provide hearing notes to DEEP indicating some of the residents’ concerns.

Bruce Edwards said GFI once had proposed a contaminated solid waste management site for its property.

“You don’t use the word ‘contaminated’ like you used to, but it seems to be a lot of the same thing,” Edwards said.

“I am anticipating the industrialization of our river,” Jill Foster said during the hearing, adding she was worried about the noise and vibration pollution that might be created by the project.

Heller said he expected one barge would arrive on site daily during the dredging season, and he didn’t expect any significant increase in noise. He promised that the overall decibel level of the project, including trucks bringing material to the site, would not rise above limits set by the state for daytime operations.

Eric Treaster, a former town zoning official, questioned the need for 30 years of monitoring of the material brought on site if it is safe. He also wondered why there were restrictions on the use of the area as a residential site in perpetuity if there are no concerns about the material being brought in.

Heller said prior contamination of the site by previous owners, rather than any new material being brought in, was the reason for the residential restriction.

Project environmental engineer Kate Engler said monitoring of the site over a 30-year period was necessary to ensure that groundwater discharging into the Thames River meets state requirements. She also said groundwater on the site is already contaminated but flows toward the river, not in the direction of local wells.

Heller, in response to a question, clarified that the statute GFI is trying to use was approved to save industries money when they are trying to dispose of material with small amounts of contaminants that do not rise to the level of hazardous waste.

“Currently that material goes out of state,” Heller said. “Totally clean material is eligible for disposal at sea, which is the most cost-effective method of dredged spoils.”

Stamford Health’s $275 million expansion gets preliminary approval

STAMFORD — Stamford Health has received preliminary approval for a major expansion of its downtown campus, including a new cancer-care center, expanded parking and relocated behavioral health and inpatient rehabilitation units.

The city’s Planning Board this week approved a zoning change for part of the hospital campus and a special permit with conditions. The proposal remains in its early stages, and a final site plan has not been submitted. The Planning Board’s approval sends the project to the Zoning Board for further review and potential approvals.

The existing Bennett Cancer Center would be relocated to a new, 73,000-square-foot building. Stamford Health’s behavioral health unit and inpatient rehabilitation program also would be relocated, with behavioral health moving into the existing cancer center building.

The project would increase parking on the campus from 1,400 to 1,696 spaces. It would include a new 355-space parking garage and additional surface lots off West Broad Street.

Planning Board members expressed concerns about the hospital’s expansion toward nearby Stillwater Avenue, a residential street. Stamford Health acquired a property on Stillwater Avenue and plans to use it for parking during construction.

“I’m concerned about the expansion of the hospital zone along Stillwater,” Planning Board member Chester Salit said.

Under the board’s approval, the 49-space parking lot on Stillwater Avenue would have to be decommissioned after the new garage is built.

Lisa Friedman, an attorney representing Stamford Health, said the hospital understood that expansion into the residential area would not be permitted.

"It's been made incredibly clear to us and the hospital that the city is not going to entertain the hospital ... meeting the street on Stillwater," she said.

The parking lot could eventually be used for staff housing or a retail operation, according to the hospital’s development team. Any such use would require additional city approvals.

Planning Board Chair Jennifer Godzeno encouraged Stamford Health to develop incentives or other measures to reduce the number of employees who commute to the hospital alone. Reducing parking demand on the campus was included as a condition of approval. The hospital will be required to submit a transportation management plan with its final site plan.

The Planning Board also approved changing the zoning designation for part of the property from Village Commercial to Hospital Complex.

The new cancer-care facility and other campus improvements are expected to cost $275 million. Jay Klein, another attorney representing Stamford Health, said the project reflects the hospital’s commitment to providing high-quality care in the region.

“They’re always looking at how they can get better and provide the community with top-level care,” he said.

Construction is expected to begin in 2027.


Major CT highway traffic pattern shift taking place this week. It’s scheduled to be in place for two years.

Connecticut motorists can expect a new traffic pattern starting on Friday night August 28 on the northbound Gold Star Memorial Bridge as part of a long-term project project.

The new traffic pattern will be implemented beginning Friday from 7 p.m. to 7 a.m. and the “northbound traffic will be shifted into two travel lanes located in the center of the highway across the Gold Star Memorial Bridge,” according to the Connecticut Department of Transportation.

The traffic pattern is expected to be in effect for the next two years.

Construction work areas will be on both the left and right side of the northbound travel lanes and “this traffic [pattern] is expected to remain in place for approximately two years to accommodate the next phase of construction which includes bridge deck removal and replacement,” according to the Connecticut Department of Transportation.

The project was awarded to MSR Gold Star Partners at a cost of $721,348,812 on Oct. 3, 2025. It’s expected to be completed by the fall of 2030.

The Connecticut Department of Transportation asks motorists to use caution when driving through the work zone. The construction schedule could be modified or extended due to weather or unforeseen circumstances, according to the agency.

According to the Department of Transportation, northbound Gold Star Memorial Bridge opened in 1943 and is the second largest bridge in Connecticut. The southbound Gold Star Bridge is the largest.

The northbound Gold Star Memorial Bridge has five lanes and is 6,000 feet in length with a deck area of 500,000 square feet. The highway carries about 60,000 vehicles per day over the Thames River from New London to Groton, according to the Department of Transportation.


CT town asks residents whether to spend tax money. It’s to fight a trash plant proposal.

In a key decision affecting their campaign against a proposed trash-to-energy plant, Plainfield residents next week will vote whether to put up $250,000 to wage a court fight against it.

Facing a possible legal battle against one of Connecticut’s biggest construction companies represented by a powerful and prominent Bridgeport law firm, Plainfield voters will be asked at a Sept. 3 referendum whether to hire specialized lawyers of their own.

Selectmen are proposing the move because they anticipate a complex campaign to persuade state regulators to scrap the Smart Technology Systems’ plan. If that doesn’t work, the town could consider suing.

Public sentiment so far has been profoundly lopsided against the trash plant, but it’s not clear yet whether taxpayers will agree to put money behind their opposition.

Fueling AI Data Center Growth with Green Energy

First Selectmen Kevin Cunningham is proposing to take $250,000 from municipal reserves to hire outside lawyers. But many residents anticipate that could be just the first phase of costs if protracted litigation is needed, especially given the resources of the opposition.

Smart Technology is a partnership of Advanced Waste Technologies and Torrington-based O&G Industries, a major player in Connecticut’s construction industry that does $850 million a year in business nationally. Smart is represented by Bridgeport-based Pullman & Comley, one of Connecticut’s 10 biggest law firms.

To opponents, the fight would be worthwhile.

“Anyone who says this project won’t be impactful is wrong,” said Karla Desjardins, chair of the town’s planning and zoning commission and a staunch opponent of locating a massive trash facility on more than 80 acres currently used by O&G for gravel mining. The site is surrounded by hundreds of acres of woodlands and fields

“I grew up in that area. It’s residential, agricultural, conservation and preservation,” Desjardins said Wednesday. “That’s why when there was a request to rezone that property as industrial, we voted no.”

When the town authorized O&G to do quarrying, it was with an agreement that the company would restore the property as an animal habitat, she said. Instead, O&G now wants to build a regional trash gasification plant there.

“When does this stop? Will it stop when every inch of land is barren with only impervious surfaces, and the only pervious and treed areas are our private homes? Because it sure looks like it is headed that way to me,” Marnie Reynolds-Borque wrote in a letter to the Connecticut Siting Council, the state authority that will decide whether Smart Technologies’ plan advances.

“To me it seems like the Siting Council along with billion-dollar companies are taking over our rural area. And along with many, many others in my community, I am angry,” she wrote.

But O&G presents a vastly different picture.

“Effectively, SMART provides the more socially responsible solution for Connecticut to handle municipal solid waste processing within the state while providing the lowest possible pollution at the most reasonable price for the people of Connecticut,” it says on a website explaining the plan.

With its landfills closed and older trash-burning incinerators gradually becoming outdated and unsustainable, Connecticut is paying to ship hundreds of thousands of tons of trash out of state every year — and the cost is growing.

Smart Technology argues that its relatively new gasification technology is far better than a traditional incinerator because it uses heat to convert trash into gas to use for energy rather than burning it and generating smoke.

The system will reduce carbon dioxide and nitrogen oxides “while diverting millions of tons of waste from landfills and produce clean electricity year-round,” according to the company.

Some posts on Plainfield-related Facebook pages have defended the plant, saying it’s a way to hold down trash disposal costs without risking smoke and odors. But opponents disagree, and warn of pollution along with a steady stream of noisy truck traffic if the project is built.

“I speak to people constantly and they don’t want commercial or industrial development in that part of town,” Desjardins said. “We want to make clear to the Siting Council that we’re not against business or industry, but we don’t want it there. I’ve seen comments on Facebook, but I haven’t heard from one single person face-to-face that they want it — and I talk with people constantly.”

A CT town appears to have dodged an enormous, unwanted battery farm. At least temporarily

With Colorado-based Flatiron Energy withdrawing its widely unpopular proposal for an enormous battery energy storage facility in New Milford, town officials and environmentalists are relieved — for now.

Flatiron late last week told attorneys for the town that it was no longer pursuing its plan for Treebeard, its name for a 140-megawatt lithium-ion battery storage facility to be built on 10 acres near the West Aspetuck River.

But the company still has an option on the land, and last winter said it was also exploring other potential sites in New Milford. So far, it has not advised the town on whether it’s leaving the area altogether, seeking a nearby location instead, or simply postponing its campaign for the original proposal.

“Since January the only communication they gave the town is through their legal representation — their attorneys talking with the town attorney,” Mayor Pete Bass said Tuesday. “They told us they’re not moving forward on that property. We know that property is still under option, but we haven’t heard more than that.”

Market expert 'cautious' on AI trade, likes healthcare, energy stocks

A message seeking comment from the company on Tuesday was not answered.

But as of Tuesday afternoon, its website still described the proposal as active with a project operations start date in mid-2028.

“Treebeard Storage is a battery energy storage system currently in the early stages of development by Flatiron Energy in New Milford,” it reads. “When completed, Treebeard Storage will store up to 560 megawatt-hours (MWh) of energy and provide reliable electricity to local homes and businesses during peak demand. The facility is scheduled to commence operations in Q3 2028.”

The company has said Treebeard would generate more than 40 construction jobs and provide more than $40 million in local tax revenue during its lifetime. Flatiron has insisted that the battery farm would operate safely while promoting clean energy and helping to shield power customers from blackouts.

Public opposition has been strong since the proposal was publicized last winter, and more than 1,400 people have signed an online petition opposing the plan.

“This project is being proposed directly over our main New Milford aquifer, in our aquifer protection area,” the petition states. “Peagler Hill and Indian Fields well fields, owned by Aquarion Water Company, supply water to roughly 12,000 New Milford customers.

“That system continues down Route 7 and interconnects into the Brookfield system and beyond. Due to unforeseen circumstances surrounding previously discovered harmful PFAS substances and low yields in certain parts of town, the main system is being expanded to become the primary potable water source for most of New Milford,” it said.

The proposal was for property near 2 Timothy Lane, an area of woodlands near the West Aspetuck River. The New Milford Clean Water Coalition opposed it, creating the petition on change.org and sponsoring the New Milford Guardians Against Flatiron group.

Flatiron’s plan was typical of Battery Energy Storage Systems nationwide: It would create a huge field of industrial storage containers with batteries to store excess energy from power plants, solar arrays or wind farms during times when demand is low. When demand peaks, the units release energy to the power grid, improving the reliability of service.

But opponents argue that a fire at a lithium battery facility could jeopardize firefighters and potentially become an environmental disaster.

Because Flatiron’s plan would involve the region’s power grid, decisions would be in the hands of the Connecticut Siting Council and the Public Utilities Regulatory Authority.

Bass said New Milford will remain ready to oppose the project if it’s revived. In addition to its proximity to the river, the Treebeard facility was going to be in a residential zone. Bass said that prospect wasn’t acceptable.

“We have let the parties and the public know we will defend ourselves against anything that could be an environmental catastrophe,” he said Tuesday. “Our legal team is prepared if we need it.”

State Sen. Stephen Harding credited Bass, other town officials, New Milford’s legislative  delegation and local community groups that publicly opposed Treebeard.

“This is great news for New Milford. I was proud to stand with the New Milford community in raising concerns about this proposed project, and I’m very pleased to see this outcome,” Harding said in a statement.


CT agency develops 30-year transportation plan for state. It notes major ‘funding gap’ could emerge.

The state Department of Transportation has goals over the next few decades to make the state’s roads safer, travel more efficient, and more resilient to severe weather, according to a newly released 30-year transportation plan.

Connecticut 2055, the state’s long-term transportation plan, outlines several distinct goals, including road safety, reducing congestion, and eliminating serious injuries or fatalities, creating more connected communities through a multimodal transportation network, implementing emerging technology into road design, and creating resilient and sustainable infrastructure, according to the DOT report.

“Connecticut 2055 is a forward-thinking plan that will drive economic growth, connect our communities, and improve lives through an integrated multimodal transportation system,” Connecticut Department of Transportation Commissioner Garrett Eucalitto said, in a statement. “The final plan reflects years of collaboration with residents, stakeholders, and partners across the state, and positions Connecticut to meet the transportation needs of today and opportunities of the future.”

While the report does not outline costs for specific projects, it does offer “baseline scenario forecast findings” projected through 2055, and notes, the “anticipated level of state and federal funding would only meet the state’s transportation needs” through 2029. “By 2030, a funding gap would emerge and continue to grow over time, reaching $1.7 billion annually in 2040 and $5.6 billion annually in 2055,” it says.

“Under these projected funding and expenditure levels, Connecticut can only sustain its current infrastructure investment for the next few years before it begins facing a major shortfall in funding to meet baseline needs. While core maintenance and operations can continue in the near term, additional or enhanced revenue sources would be needed to maintain current service levels and system performance.”

The report, which notes the state “transportation system relies on a mix of federal, state, and local funding sources,” also offers “alternative future scenario forecast findings” through which the gap would be lower or disappear.  For example, under an “accelerated plus scenario” in which the assumption would be increased federal funding, consistent bonding proceeds, and increased new state funding source (to $800M), the total funding available through 2035 would be $47.9 billion, it says. In this example the average annual funding in 2025 dollars is $4.1 billion.

A DOT spokesperson said the Long-Range Transportation Plan lays “out different scenarios for different levels of investment.  These plans are focused on the transportation system of the future, not how to fund the system.”

“Decisions on how to fund transportation are made as part of the state budget process.  CTDOT does not propose transportation funding measures but rather, is doing the work to ensure Connecticut is in a position to put to work whatever funding streams might be in place in 2055.”

The spokesperson said that increased level of investment “would require new funding sources as the transportation system evolves over the next few years and decades.”

Working toward zero

The agency said that safety is a top priority for the future of transportation. The DOT said the agency, for example will focus on increasing work zone safety training, awareness, and enforcement. In addition, transportation officials will support the expansion of programs such as the state’s wrong way driving alert program, automated speed enforcement through cameras, and continue complete streets initiatives.

Complete streets in Connecticut refers to roadway policies and designs aimed at making public rights-of-way safe, accessible, and convenient for all users—including pedestrians, bicyclists, transit riders, and motorists of all ages and abilities, according to the DOT.

Officials say traffic fatalities in the state fell 12% in 2025 compared with the previous year. Preliminary data from CTDOT’s Highway Safety Office show 274 roadway deaths in 2025, down from 312 in 2024. Officials say greater awareness around safe driving, targeted enforcement, and the state’s wrong way driving alert program have all saved lives.

“Our combined efforts of engineering, education, and enforcement is helping improve road safety in our state, and we will keep working hard toward our goal of ZERO traffic fatalities and serious injuries,” the DOT said in the report.

The agency also highlighted that seatbelt usage has increased by 12% since 2014 and that wrong way detection systems have been installed at over 200 locations across the state. Officials say they have been 83% effective in stopping wrong way driving, significantly reducing crashes.

There have been an average of 268 crashes involving fatalities per year on Connecticut’s roadways between 2023 and 2025, officials said.

How we get there

The state transportation agency also said the way people use transportation has changed over time. In 2024, officials said they conducted a daily travel survey to gain insight into Connecticut residents’ travel patterns. Over 8,400 households participated through surveys, travel diaries, and smartphone tracking.

The agency found that 79.8% of respondents use a personal vehicle daily, 6.1% ride a bus or take public rail, 9.3% walk, bike, or use a wheelchair,  3.2% use a school bus, and 1.6% use other modes. Among those that responded, 26.6% said they were going somewhere work-related, 22.8% said they were doing shopping, meals, and errands, 13.5% said trips were school-related, 13.1% said a loop trip such as dog walking, 11.2% said escorting someone else, 10.1% said social and recreational, and 2.6% said an overnight stay.

According to the daily travel survey, 51% of residents work from home at least occasionally, and 16% of residents work from home full time. As people continue to work remotely and access more services virtually, traditional travel patterns are changing, the agency said.

“Our last long-range transportation plan was published in 2018, and so much has changed since then. Connecticut is growing and people’s travel needs are evolving. Connecticut 2055 reflects this reality and ensures safety and mobility remain the top priority,” Eucalitto said. “Whether someone drives, uses public transportation, walks, or bikes, that trip must be safe and convenient. Connecticut 2055 is a transformative plan that will drive economic growth, connect our communities, and enhance lives through a forward-thinking, multimodal transportation system.”

The DOT said that among its top priorities over the next three decades is to enhance multimodal transportation choices by increasing access to public transportation. The agency said it aims to increase public transportation frequency through expanding coverage and continuing to improve reliability for bus and rail options.

Officials say they want to prioritize investments that close connectivity gaps between transportation modes, neighborhoods, job centers, healthcare, education, and regional hubs. The idea officials say is that transportation will better connect communities and cities in the state for residents to have greater mobility options. This will become more important as the state’s population grows and increases the number of cars on Connecticut’s roads, increasing congestion and commuting times.

“In Connecticut and nationwide, the combined cost of housing and transportation often consumes half of a household’s budget, with low- and moderate-income families most affected. As housing costs continue to climb, aligning transportation and housing strategies is essential for improving affordability, reducing economic burdens, and enhancing quality of life,” the report says.

Connecticut has 3.6 million residents and that number is expected to grow 9% by 2055, with an additional 18% growth in employment, according to the report. The state has 3,716 overall miles of
state-maintained roads, 4,002 state-maintained bridge, and 238 miles of state-maintained rail.

The DOT notes it uses a statewide vehicle miles traveled metric to show “where demand for travel occurs across the roadway network and understand how that changes over time,” and reports that, in 2024, about 30.5 billion vehicle miles were traveled in Connecticut.

“Today, congestion is most extensive within the urbanized areas of Bridgeport, Stamford, and New Haven. By 2055, congestion is expected to worsen through steady population growth, growth in vehicle miles traveled, and expanding economic activity. Vital corridors such as I-95 and I-84 will be particularly impacted by more frequent bottlenecks and delays. By prioritizing infrastructure upgrades, expanding multimodal options, and leveraging technology to optimize traffic flow, CTDOT can work to reduce congestion, enhance mobility, and support Connecticut’s long-term vitality,” the report said.

The report also outlines the state’s changing climate and the impacts of severe weather events on infrastructure.

The agency said that over the coming years it will develop improved data collection and forecasting tools to better assess bridges, culverts, and other transportation infrastructure areas that are prone to intense storms, recurring flooding, and extreme weather.

The report also highlighted the DOT’s plans to incorporate resilient roadway design such as raising road elevations, armoring roadway shoulders, minimizing erosion, stabilizing embankments, using stronger pavement surfaces, adding protective coatings on bridges, and improving storm water drainage to protect against severe weather impacts.

Other priorities outlined include improving emergency preparedness by developing communications procedures that improve coordination across DOT staff, transportation operators, and transportation users prior to, during, and after emergencies.

In the realm of freight rail, trucking, aviation, ports, and waterways, the report found: constraints in the rail system that limit freight volume and reduce “operational efficiency”, congestion and capacity issues on routes leading to and from Bradley International Airport; congestion and traffic delays on key freight routes that slow deliveries and increase operating costs; lack of sufficient and safe overnight parking options for truck drivers; sediment buildup and material disposal needs at ports and navigable channels that limit freight capacity and navigability, a need for rehabilitating, repairing, and replacing deteriorating facilities and expanding rail access at the Port of New London and Port of New Haven to maintain operations.

For opportunities is those areas, the report states that improvement can be made to rail freight linkages and supply chain connectivity to streamline transfers between rail, truck, and port facilities; improvements made to transportation hubs that support goods movement; there could be a modal shift from highways to freight rail to reduce congestion, lower emissions, and improve system performance and use of state coastal and river assets as freight movement options to relieve pressure on highways.

The report also, in the area of autonomous vehicle pilot programs, says the state should consider legislation and partnering with AV companies for pilot deployment of AVs in urban and rural areas and potentially support expanded drone use for traffic monitoring, emergency management support, and post-disaster assessments.

Gold Star Bridge project to move to next phase

Crews will soon be gearing up for the next stage of the $900 million construction project to rehabilitate the northern span of the Gold Star Memorial Bridge between New London and Groton.

In late May, a traffic crossover went into effect that shifted two northbound lanes onto part of the southbound span, separated by a barrier from the southbound lanes. Two northbound lanes are continuing on the northbound span.

The next stage will shift the two northbound lanes from the right side of the northbound span to the middle, while not making any changes to the crossover on the southbound span.

On the northbound span, a work zone on either side of the lanes will allow crews to strengthen steel and replace the deck, project officials said.

Keith Schoppe, project engineer with the the state Department of Transportation, Hank Doll and Mike Ossa, assistant resident engineers at the firm GM2 Associates, and GM2 Public Outreach Coordinator Krista Margiotta outlined the next stage in an interview last week.

The contractor plans to work from 7 p.m. Friday to 7 a.m. Saturday to complete the work needed to prepare for the next stage, DOT spokesperson Eva Zymaris said last week.

After traffic is shifted to the center lanes, the contractor will begin installing concrete barriers on the right side to complete the Stage 1 configuration, she said. The work will occur at night to ensure the safety of workers and will take about a month to complete.

"We don’t anticipate traffic impacts to be significant as this work involves temporary nighttime lane closures," Zymaris said.

Any detours or ramp closures that are needed will be posted online at the project website.

They said the traffic on the northbound span currently is in its "pre-Stage 1" configuration, which has allowed crews to mill and pave the center lanes so they will be smooth for people to drive on. It also provided a work zone for a barrier on the left side that is being installed.

The finalized alignment will have two 11-foot lanes with 2-foot shoulders with a barrier on each side, officials said.

Crews will install temporary lighting as well as temporary fencing to help block the view of the construction work from drivers.

The purpose of this stage is to remove the bridge deck on both sides, strengthen steel and complete substructure steel work, and then replace the deck, officials said.

For a significant duration of this stage, the deck portions on either side will be removed, so there will be exposed steel there, the project team said.

The stage is designed with two lanes in the center of the bridge, and work zones on either side, to provide balance for the structure during the work, they explained.

Zymaris said the Stage 1 deck replacement is anticipated to begin in the fall and be completed in the spring of 2028.

New London police posted on Monday afternoon an advisory about the upcoming traffic alignment on its Facebook page and said the "stage shift is minor and will have little impact to current operations."

After the first stage wraps up, stage two will begin. This stage entails shifting traffic to the right side of the northbound span, so work can be completed in the middle of the bridge and the center portion of the bridge deck can be replaced, project officials said. This stage also will not entail any traffic changes to the southbound side.

Zymaris said this stage of deck replacement is anticipated to begin in the spring of 2028 and estimated to be completed in the summer of 2029.

Traffic dashboard available

Ossa said the project team and department are pleased with how the new traffic crossover and configuration, in place since the end of May, has been executed and operated.

The biggest challenge was to get Waze, Google Maps and Apple Maps, on board and direct people to the traffic crossover, rather than the existing northbound bridge, which they are now doing, he said.

The speed limit was reduced to 45 MPH, and the DOT installed a speed camera on the New London side before the traffic crossover about a month ago, with plans to install another once it becomes available, project officials said.

The DOT also has a new traffic dashboard where people can view the current speeds on the bridge and I-95 nearby. They can also click to see a live webcam in certain locations.

The detours have been fairly smooth, Ossa said, and the project team is working with municipalities to make refinements to prevent illegal U-turns and other maneuvers drivers are making.

Doll said the northbound traffic in terms of back-ups is the same as before the project.

But as Electric Boat employees leave work in the afternoon, the southbound direction sees traffic that builds and backs up onto local streets, he said.

To improve southbound traffic, Schoppe said, the DOT created a dedicated on-ramp to the bridge for traffic from Route 12 and Route 184.

The DOT installed signage and posted a video about a "zipper merge" for traffic from the on-ramp from Bridge Street in the City of Groton, following complaints about traffic backing up on local roads, he said. A zipper merge is when drivers takes turns merging into one lane after reaching the end of the merging lane. 


Connecticut spent $2.5M replacing this bridge. Now it needs a $3.4M fix

A public notice by the Connecticut Department of Transportation about a bridge in Old Saybrook may be causing residents to do a double take.

The state agency plans to hold a public meeting Thursday night about a project involving the bridge that carries Route 154 over Plum Bank Creek — a structure that was entirely replaced five years ago at a cost of about $2.5 million.

What’s bringing DOT back to the span?  

The replacement bridge’s superstructure, which includes the deck, is not as high above the water as the old bridge, according to the agency.

After the replacement bridge was constructed, “a community member informed CTDOT that access to Plum Bank Creek was limited,” agency spokesperson Eva Zymaris said. “To meet regulatory requirements and accommodate recreational access and use of Plum Bank Creek, CTDOT is proposing to raise the superstructure of the bridge.”

Construction is expected to start in 2028 and cost the state about $3.4 million.

It is unclear why the replacement bridge was built in a lower position than the old bridge or whether anyone foresaw the resulting issue with the water access.

When asked whether there was an oversight during the design process, Zymaris said the replacement bridge “was designed to meet all structural and hydraulic requirements.”

But state law and regulations also say that “navigation within the channel must not be impeded,” she said.

“CTDOT is committed to addressing this concern, utilizing the most economical approach that has the least impact to the public,” Zymaris said.

The superstructure will be separated from the substructure of the bridge and then “hydraulically jacked” to a higher elevation, according to a project description by DOT. The roadway and its embankments will also need to be raised to accommodate the change and match the bridge.

The work will require the road to be closed for about eight to 10 weeks and will be performed outside the beach season, which runs from Memorial Day to Labor Day, the project description says. The road may also need to be closed for two to three weeks before that so overhead utility lines and a water main can be temporarily relocated.

Old Saybrook First Selectman Carl Fortuna Jr. said he expects some frustrated residents to show up at DOT’s meeting at 7 p.m. Thursday. The public meeting will take place at Old Saybrook Town Hall at 302 Main St. and will also be held via Zoom.

The road closure won’t be a major inconvenience for drivers because a detour will only take them a few miles out of their way, Fortuna said. But the closure will cut off a “very popular loop” for people who walk, run or ride bikes, he said.

Still, Fortuna said the town will eventually move on.

“We’ll all live to see another day,” he said.


Middletown rejects plan for more downtown parking despite concerns over lack of spaces

MIDDLETOWN—The common council's rejection of a proposal to bond $38 million to build a two-level parking structure behind the police station on Main Street has left some officials surprised or disappointed.

The garage would have created up to 320 new parking spaces in a city where the lots are full, even as redevelopment surges.

"We are at capacity," Middletown Economic Development Director Christine Marques told the council at a special meeting Thursday. "We have nowhere to park cars."

Marques was before the council to explain the outline of the proposal known as "Option C," which included setting space aside for a future multi-story apartment complex with it's own underground parking abutting deKoven Drive. The development would be similar to the now-stalled Village at Riverside project.

The initial, mixed-use project proposed by Spectra Construction & Development Corp. in 2022 called for a block-sized, multilevel housing and retail complex that would include a public square and pedestrian walkways in full view of the Connecticut River.

However, Republican council member and minority leader Linda Salafia questioned committing $38 million to a concept plan.

"That's my problem," she said. "You're asking us to leave this open-ended."

Salafia did not respond to a request for comment Monday.

Following a recess, the council voted 8-3 to reject the proposal. Earlier in the meeting the council did approve $30 million in bonding for school renovations and repairs, for which Mayor Gene Nocera expressed gratitude.

But he also said he was disappointed in the council's decision to reject the parking proposal rather than send it to voters for approval.

 "Every day, I hear from numerous residents who are concerned about the lack of adequate parking in our downtown and surrounding areas," Nocera said in an email Friday. "Addressing that problem will continue to be one of my priorities, and I remain committed to doing everything we can to improve our parking situation."

Nocera added that he believes the proposed parking arcade could have played a vital role in advancing economic development and enhance the city's tax revenue at a critical downtown site that has been underutilized and so neglected for nearly a decade because of stalled plans and uncertainty about its future.

"While the council did not support moving forward with this particular proposal, I remain committed to working with the council, our residents, and the business community to explore other options," he said. "Our goal should be to find a solution that improves parking, advances economic development, enhances our riverfront, and revitalizes a site with tremendous potential for Middletown."

Marques also expressed disappointment and surprise because the need for more parking is a constant subject of discussion in council committee meetings and business meetings.

"The funding would have enabled us to build a garage and facilitate residential development. The site as-is is underutilized and an un-welcoming property in the heart of our downtown," she said in an email Friday.

Marques added that there are still other plans in the works for alleviating the parking shortage, including at the 250-space Melilli Plaza.

"The city is currently advertising an RFP for architectural and engineering services to design a parking deck on a portion of the parking lot closest to Washington Street," she said. "The parking deck is expected to create 90 to 100 additional spaces."

For developer Dominick DeMartino, who is currently redeveloping the former Woolworths department store into a sports bar and restaurant with rooftop seating,  the rejection of the parking proposal is not alarming.

"As a local developer and investor, I have complete confidence that the mayor’s office and city council will come up with a solution. That is a lot of money to spend, and I think they are just dotting their I's and crossing their T’s," he said. "I give everyone involved a tremendous amount of credit. This has been a long time in the making, and everyone wants to make sure it’s done right."

Developer Jake Kapplan, whose group has purchased several buildings and is renovating them for ground floor businesses and housing on the floors above, expressed more concern, though, for immediate action.

"Parking is the key for continued  economic progress and quality of life on Main Street.  Now more than ever, Main Street is becoming known as a live work and play community," he said Monday. "We need more parking, we need it to be as well located as possible and we need it now." 


Plainfield voters weigh $250K legal fight against trash plant

Plainfield voters will soon decide whether continuing to oppose a controversial trash-to-energy plant is worth a $250,000 legal battle.

Town officials are asking residents to authorize the use of $250,000 from the town's fund balance to hire attorneys and pursue legal action against SMART Technology Systems, LLC, the developer behind a proposed waste-processing facility that has faced widespread opposition in Plainfield. Town officials hope that by hiring attorneys and pursuing legal action, the facility will not be built in Plainfield.

The proposal will be the focus of a public informational meeting and town meeting on Aug. 26 at Plainfield Town Hall. Residents will then cast ballots on the question during a Sept. 3 referendum that could determine whether the town's fight against the project moves from public hearings to the courtroom.

Why the meetings and vote are taking place 

The town is holding the meetings and subsequent vote after residents' continued disapproval of the project. 

Plainfield residents have expressed opposition to the plant for a number of reasons, stating that the facility would cause nearby property values to drop, create extra traffic, damage the rural character of the area and cause health conditions such as asthma and COPD. 

Residents voiced strong opposition to the project during an informational meeting on May 7, 2025. Less than a month later, Plainfield voters overwhelmingly rejected the proposal when it appeared as a non-binding advisory question on the June 2, 2025, budget election ballot. The question asked whether voters supported SMART Technology Systems' proposed municipal solid waste-to-energy plant in Plainfield. The town decisively rejected the plant, with 1,148 "no" votes and 125 "yes" votes. 

"I think that sends a message loud and clear. We just don't want it," Plainfield First Selectman Kevin Cunningham said regarding the outcome of the non-binding advisory question. "And for all the reasons we talked about before, which is are we worried about PFAS? Are we worried about all the truck traffic with garbage coming into our town? Are we worried about the ash? Are we worried about the anaerobic digester making gas and where is that going to be taken out? How safely?"

Since the facility was first proposed, residents have placed signs saying "No Trash Plant" throughout the town. In addition, Plainfield residents created a website about the facility to inform the public about the project. 

About the proposed trash-to-energy plant 

The proposed trash-to-energy facility would use sorting and gasification technology to convert municipal solid waste into renewable electricity and natural gas. Planned to be located on Norwich Road and Black Hill Road in Plainfield, the facility aims to reduce reliance on landfills and traditional waste incinerators. 

The plant is designed to process 468,000 tons of trash per year, including 9,000 tons per week. SMART Technology Systems claims the project is needed, as Connecticut's existing landfills have limited capacity. In addition, the Materials Innovation and Recycling Authority in Hartford closed in 2022, removing 2,000 tons of trash processing capacity per day. 

According to PlainfieldTrashPlant.org, a website about the project made by Plainfield residents, the proposed trash plant remains under active review by state agencies and no final permit decision has been issued. On Aug. 7, SMART Technology Systems filed a petition for a declaratory ruling for the construction, maintenance and operation of the trash plant.


Electric Boat cheers move into new campus at former Crystal Mall

Windy skies and a steady downpour weren’t enough to dampen spirits in Waterford on Friday morning as local officials, construction workers and business leaders gathered to celebrate the groundbreaking of General Dynamics Electric Boat’s new campus. 

Work on the roughly 800,000 square foot facility, which will reuse the former Crystal Mall complex, is well underway. The majority of the mall was acquired last year, and the remaining tenants moved out of the building in the spring. 

When renovation work is completed, the campus will house office and software development space as well as facilities for training and workforce development. Some 4,000 to 5,000 employees are expected to work at the campus, which is expected to open in 2027. 

The facility will make Electric Boat, a defense contractor responsible for supplying the military with submarines of varying sizes, the largest employer in Waterford. The company recently celebrated a $76.6 billion contract with the U.S. Navy, one of the largest shipbuilding contracts ever awarded. 

The contract, which comes amid a hiring push for the company, further cements the need for Electric Boat’s expansion, speakers said Friday. 

“This groundbreaking signifies our long-term commitment in Connecticut but also in  all of you and all the workforce,” said Electric Boat President Mark Rayha. 

But speakers also acknowledged that the campus marks something even greater for southeastern Connecticut: a new economic opportunity, one that could usher in a wave of growth and once-in-a-generation investment in the local workforce. 

It’s a new chance for revitalization and commercial activity in the region, built using a space that supported earlier waves of development. Now, as renovation work begins, supporters say that the reused mall will become the backbone of the region’s economic comeback. 

“For decades, the Crystal Mall was part of the fabric of our community. We shopped here, we worked here, we brought our families here,” said Waterford First Selectman Rob Brule. “Today we aren’t here to talk about what this property used to be. We’re here to celebrate what it’s about to become.”

Crystal Mall is trying on something new

The mall redevelopment, DECD deputy commissioner Matt Pugliese noted, is one of the largest reuses of an existing property in the state. The redevelopment work comes as DECD looks to support projects around the state that will breathe new life into old buildings, part of a larger effort. 

A place like the Crystal Mall, speakers said, is a natural fit for this work.

“Malls simply cannot meet the kind of commerce that we see today in the United States of America,” said U.S. Sen. Richard Blumenthal. “Electric Boat, with typical ingenuity and innovation, is, in effect, putting new wine in old bottles.” 

When completed, the Waterford campus will complement submarine production efforts by providing additional space for administrative staff, software developers and new trainees. Submarine production work will continue in nearby Groton, where Electric Boat’s shipyard is located. 

As renovations continue, parts of the Waterford campus will house temporary training spaces for new employees. A more permanent location on the campus known as SAIL, or the Shipbuilding Advanced Institute for Learning, is set to open in the near future. 

When fully operational, SAIL is expected to support close to 400 shipbuilders and will also include support for welding, advanced technology work and additional innovations. 

“We’re really celebrating bringing this place back to life,” said Courtney Murphy, Electric Boat’s director of talent acquisition, workforce development and compensation. “Seeing this plan take shape and now become reality is truly inspiring because it is more than just a groundbreaking. It’s the start of a new chapter in how we grow, train and support the shipbuilders who carry our mission forward.” 

The growth comes as the company continues a larger expansion, including hiring a projected 8,000 workers this year, more than double what it hired in 2025.

And in a region that has long struggled to find stable economic footing, the hope is that Electric Boat’s growth will have effects that will be felt across Connecticut more broadly. 

“This is just going to be one of those milestones that our children and grandchildren are going to experience,” said U.S. Rep. Joe Courtney. “It’s a big deal.”

A deeper economic shift

The hoped-for economic transformation, coming to a region that has long relied on the manufacturing industry, is expected to bring significant change, and thousands of new workers, to the area. 

Local officials are gearing up to meet the demand and figuring out how to support the workers expected to flood into the region in the coming years. The region is facing a housing shortage, with low stock and rising costs squeezing the market further. The area needs thousands of new homes to support the expected workforce. 

Still, the hope is that the influx will usher in a larger wave of economic activity in the region, rippling out from Electric Boat and driving increases in tourism, recreational activities and other industries

Electric Boat says that for now, its focus is on meeting its hiring and workforce goals.

Local officials, meanwhile, say they are prepared to do their part as the region looks ahead. Hundreds of new housing units are in development, with more on the way. 

“We’ll support responsible housing. We’ll invest in infrastructure. We’ll continue to work closely with DECD. We’ll support our businesses and schools,” Brule said. “Growth isn’t about getting bigger; it’s about getting it right.”
